CARE International Indonesia (CII), as an international NGO, has carried out large scale operations in Indonesia, encompassing emergency operations, transitional activities centered on agriculture and nutrition and a range of development initiatives in such areas as water and sanitation, health and micro-credit. 
 
CARE Indonesia in Palangkaraya-Central Kalimantan, is currently recruiting the following position for its project:
 
JOB TITLE        : GENDER AND SOCIAL SAFEGUARDS SPECIALIST (GSS) 
DEPARTMENT/PROJECT : PROGRAM/KFCP 
REPORTS TO   : KFCP COORDINATOR  
 
JOB SUMMARY:
Part of CARE's role in KFCP is to contribute to the development of gender, social and environmental safeguards for KFCP, in line with international standards such as Climate Community and Biodiversity Standards and the Reducing Emissions from Deforestation and Degradation (REDD)+ Social and Environmental
Safeguards to ensure the commitment to advancing a pro-poor approach to carbon finance programming that reduces poverty, secures rights, enhances gender
equality. The position will report to the KFCP Coordinator and will be the key focus for this work within KFCP. The Gender and Social Safeguards Specialist will work closely with the KFCP Payments and Governance Specialist and IAFCP Forest and Climate Specialist, among others, in the development of safeguards and
associated procedures, and with the IAFCP Monitoring and Evaluation Specialist in monitoring the application of the these safeguards and procedures and in
evaluating any adverse socio-economic impacts of KFCP activities. The position will also be assisted, as required, by CARE technical support.

RESPONSIBILITIES AND TASKS:
1. Support the development of gender, social and environmental safeguards for KFCP, in line with international standards such as Climate Community and
Biodiversity and the Reducing Emissions from Deforestation and Degradation (REDD)+ Social and Environmental Safeguards with assistance from CARE technical support

2. Assist KFCP teams and units develop procedures consistent with these safeguards for implementing field activities and working with local communities in all KFCP interventions. This will include development of practical field tools and policies to guide KFCP in activities such as village participatory mapping and planning, engaging village labour, agreeing locations for reforestation and canal blocking activities, livelihood support activities, village institutional development, and benefit sharing.

3. Ensure integration of issues of gender, marginalisation and vulnerability throughout the activities of KFCP including but not limited to:
a. community planning, consultations and decision-making related to KFCP interventions
b. employment and benefit sharing arrangements
c. livelihood development strategies and plans,
d. piloting and implementation of payment mechanisms and incentives. In all such cases, the participation of women and marginal groups must be considered.

4. Train and support staff within KFCP and its implementing partners in use of tools and implementation of policies, procedures and standards, as well as providing gender and social awareness training as required.

5. In collaboration with the International M&E Specialist, support the KFCP Coordinator and teams to monitor the implementation of the gender and social
safeguard policies and procedures. This will involve contributing to the development of monitoring tools and approaches and supporting the implementation
of field monitoring activities.

6.  In collaboration with the International M&E Specialist, support KFCP to evaluate KFCP interventions especially their socio-economic impacts as felt by
women and disadvantaged, marginal and vulnerable social groups.

7. Support the undertaking of gender and social analyses at the community level to ensure that KFCP procedures aiming for gender and social equity in their
application are grounded in practice.

8. Promote awareness raising and introduction of practices that address gender and social equity within communities themselves, as they apply to KFCP
interventions.

QUALIFICATIONS:
Work experience:
a. Extensive experience managing complex projects and work with government agencies and building partnerships with NGOs or other civil society organizations would be an advantage.
b. Experience in the development, implementation, and evaluation of a community-based project.
c. Proven ability to manage team work to achieve certain targets by delegating the works effectively and creating an environment in which the individuals are
highly motivated.
d. Proven ability to develop and maintain effective and frequent communication which is critical for keeping the project moving, identifying potential problems, soliciting suggestions to improve project performance.

Computer and language skills:
a. Fully computer literate.
b. English spoken and writen is desireable.

Desirable Qualifications and Competencies (including interpersonal skills)
a. Familiar with CARE system is highly desirable.
b. Ability to develop people.
c. Excellent communication skills.
d. Good interpersonal skills.
e. Problem solving skills.
f. Time management skills.
g. Willing to live and work in a remote location.
 
WORKING CONDITIONS:
Area Coverage  : 90 %  Travel : 10 %
