Dear misbah..
Berdasarkan pengalaman saya untuk applicant yg berasal Dari government sector cukup ada rekomendasi Dari kepala dinas saja. Surat tersebut boleh saja dilengkapi dgn tanda tangan kepala daerah tapi " it's not a must". Karena saya melakukan dgn cara yg saya sebutkan Dan alhamdulillah tahun 2012 lalu saya lolos Dan bisa berangkat. :-)
