Part time work for you or for your wife?
Pragmatically speaking, bigger cities have more part-time work opportunities but living cost will be much higher. You're probably better off choosing a midsize city (Madison WI, Amherst MA, etc). Most universities in "small" towns have a student-centric community built around it, so there should be part-time work opportunities regardless.
Further pragmatically speaking, bringing a wife and child to the US while you are on a student stipend is very, very difficult, but not impossible. Universities typically have some means of assistance for people in your situation, including "family housing" for students with dependents.
All reasonable universities give similar stipend to their doctoral students, unless you get a fellowship. So if I were you I'd look at universities in small towns or in the midwest, which has the lowest cost of living. But regardless, I'd first focus on actually getting admitted with a scholarship. Without a scholarship you'd have to pay tuition and all other discussion will be moot unless you are wealthy, in which case you won't be asking your question in the first place.
