Di panduan pengisian formulir memang tidak ada disebutkan perihal letter of approval (hanya 3 surat referensi saja yang diminta), tapi di application form-nya di bagian "List of Required Documents" (point nomor 9) ada disebutkan hal tersebut.
"Letter of Approval from the Personnel Office *
* For Applicant who wishes to apply to study in the U.S, Approval Letter from the Personnel Office must stated that, if chosen as scholarship recipient, applicant will be permitted to join the preparation activity prior to departure and will start the study in accordance with USAID PRESTASI's schedule.

Untuk bagian isi sebaiknya ikuti statement dari formulir Prestasi saja, jadi
kalimat isi yang kamu buat:
"To get learning program in Master Degree studies overseas by department / field of her choice and if she accepted, she can follow activities series of PRESTASI USAID Scholarship Program and will be leaving the study according to the schedule by PRESTASI USAID Scholarship Program."
mungkin lebih cocok diganti dengan:
"I would like to take this opportunity to convey that if she was chosen as scholarship recipient, she will be permitted to join the preparation activity prior to departure and will start the study in accordance with USAID PRESTASI's schedule."
karena kalimat kamu yang
"she can follow activities series of PRESTASI USAID Scholarship Program and will be leaving the study according to the schedule by PRESTASI USAID Scholarship Program."
agak membingungkan (which is highlighted in yellow) dan saya pikir tidak benar secara gramatikal (CMIIW) :)

Maaf sebelumnya, saya sedang mengurus berkas untuk apply beasiswa Prestasi USAID, nah saya sudah membuat Letter of approval dari atasan ( soalnya disuruh buat sendiri) tapi saya butuh bantuan dari rekan-rekan milis siapa tahu ada yang berbaik hati untuk mengecek penggunaan grammarnya atau structurenya, siapa tahu ada yang punya saran untuk perbaikannya.
