It depends on the university but as per my experience it takes ard 4-6 weeks (UK university)

Dear Dwi,
to get the LOA you must apply for a university first, when they accept you as a canditate, they will give you a letter confirmation.
I just applied for several universities in the US, and got a confirmation as a candidate.
