Top Econ departments in US universities give full scholarships to their top admitted PhD students. As I said in a separate email, they usually don't advertise this widely since they already get a lot of applicants (supply versus demand, right?).
You should look at some of the top schools (MIT, Harvard, Colorado School of Mines, UC Berkeley, Princeton, Chicago, etc), find faculty members with interest aligned with yours, and while you submit your application you should also contact these faculty members. Write an email explaining your interest, why you may want to work with them, include a copy of your resume and publications, and even better you can include letters of recommendation.
Beyond Econ departments, you should consider departments such as MIT's TPP Department (Technology and Policy Program). Many of the top schools have similar departments (ESD at Stanford, etc.) that do a lot of the things you may be interested in.
