I think you're conflating multiple issues into one. The primary issue is that you are looking for a specific program that can belong to several academic departments. So naturally that program does belong in different departments at different universities, plus the widely different academic classification across different countries. In a way this is a good problem to have, it shows you are very well ahead in choosing your field of study.
It sounds that you are now starting to approach this from two different directions: first to find specific programs in specific universities and second to also find scholarship opportunities and seeing which programs qualify for them. This is a good approach and in fact this is the only viable approach. I can't really offer much advice beyond the usual "Yes, MIT Civil Engineering has a great program in offshore engineering including simulation of structures under ocean waves, etc." Anyway, in the US what you describe usually falls under Civil Engineering. I hope you've had time to browse through websites of Civil Engineering departments and professors to find out suitable ones for your interest.
In addition, you should know that application deadlines for universities in the northern hemisphere are fast approaching. So don't be discouraged if you can't meet many of them, rather use the extra year as a critical period for preparation including research.
I'm not familiar with deadlines of 3rd party scholarship programs, sorry. The Fullbright Program is fully funded by the US government, so clearly it is limited only to US universities. The only truly "free" scholarship is the PAship, an affectionate abbreviation for "Parental Assistantship". Unfortunately all of us are here because we weren't born rich, now were we? ;-)
