Because it shows that you are serious about pursuing a PhD.
There are many departments that admit many more students
into the graduate program than they intend to continue funding
nor allow to continue. As a result, many of them end up
having to leave with a masters degree.
Besides, the point of enrolling in a PhD program is to get a
PhD, which by definition requires novel research contribution.
And you need a supervisor regardless.
