Padang, with below description:
I. Position Information
Title: District Coordination Assistant
Reports to: District Liaison Officer/Early Recovery Network Coordinator (ERNC)
Duty Station: Padang Pariaman & Kota Pariaman

II. Background Information
In response to the earthquake that struck West Sumatra on 30 Sept 2009, Local
and National NGO's, Humanitarian Agencies and the United Nations launched an
emergency relief operation in support to the Government's relief response. To
ensure greater predictability and accountability of the response, the IASC
Cluster Leadership Approach was applied to the emergency with the Early Recovery
Cluster being led by UNDP, to coordinate Livelihoods, Environment, Governance
and Infrastructure activities. With the shift from humanitarian relief
activities to recovery, rehabilitation and reconstruction it was agreed to
establish an Early Recovery Network (ERN).
The ERN consisting of an Early Recovery Network Deputy Coordinator supported
by technical advisers in Gender, DRR, Environment and Livelihoods plus
Government Coordination, District Liaison, Translation, Information Management
and Administrator will ensure the timely dissolution o any remaining Clusters
(Shelter and Early Recovery) into Working Groups and the efficient transfer of
data, coordination tools, contacts, map atlases and IT equipment to the TPT or
local government at both provincial district level. It will also continue to
support the coordination of NGOs and capacity building o BPBD in coordination
and information management.
III. Objectives of Assignment
The District Coordination Assistant (DCA) will provide assistance to BPBD in the
District and/or BAPPEDA to support the effective coordination of NGOs and other
aid agenciesand to undertake regular data collection, field assessment and
analysis in the district of responsibility in order to ensure that any
outstanding humanitarian relief activities and recovery activities are being
implemented in an effective and coherent manner, with particular emphasis on
ensuring that the needs of vulnerable populations are met e.g IDPs.
IV. Scope of work Expected Results/Deliverables/Final Products ExpectedThe
District Coordination Assistant (DCA) will be working closely with District
Liaison Officer but under the direct supervision of and reportig to, the Early
Recovery Deputy Coordinator. The DCA will:
- Identifygaps and overlaps in recovery efforts and report any developments.
- Liaise with BPBD and/or local authorities, NGOs, civil society organizations,
the Red Cross Movement and UN agencies to facilitate information
exchange/management and promote collaboration and cooperation.
- Assist BPBD and/or local authorities, NGOs, CSOs, the Red Cross movement and
UN Agencies to facilitate information exchange/management and promote
collaboration and cooperation. Facilitate related meetins and provide
secretariat support as required.
- Support Information Management Team of ER to update database of agencies and
3W Maps.
- Provide weekly regular updates and reports on progress in the district of
responsibility both in terms of recovery activities and also institutional
arrangements and capacities.
- Facilitate any missions or field visits to the district of responsibility by
Donors, Senior UN Staff or others as required.
- Perform other duties and responsibilities assigned by the ERN deemed necessary
and/or important for the efficient coordination of the West Sumatra Early
Recovery transition.
V. Requirements
* Familiarity with humanitarian response and early recovery coordination
and with the UN system and its mandate
* Knowlege of national and local government structures and policies e.g BPBD
* Excellent communication, organizational, inter-cultural and inter-personal
skills
* Working knowledge of computer technology and relevant software (MS Office and
Internet), experience in handling of web based management system
* Experience in working with and building networking with local government,
NGO, relevant stakeholders, and particularly UN Agencies will be advantage.
* Maturity and confidence in dealing with senior and high ranking members of
national and local institutions, government and non-government.
* Consistently approaches work with integrity and a positive, constructive
attitude, always in control even under pressure.
* Ability to work with minimum supervision, with efficiency, competence and
integrity with people of different national background
VI. Recruitment Qualifications
Education:
A university degree or relevant experience in sosial sciences, social work,
language, or other relevant fields.
Experience:
- At least 2 years relevant working experience with NGO or UN Agency
- Experience gained from working in the UN is an advantage
- Experience in West Sumatra would be an advantage
Language Requirements:
-Proficiency in English and Indonesian language, spoken and written is
essential
- Knowledge and understanding on local language and cultural value will be
preferable
