VACANT POSITION: THE PART TIME INDONESIAN CONSULTANT FOR LABORATORY LOGISTICS AT THE MINISTRY OF HEALTH
PROJECT NAME: USAID|DELIVER
 
            1. Requirements:
a)Have laboratory logistics or general logistics experience of at least 5 years.
b)Have in depth experience with senior officials  and programs at the Ministry of Health of at least 15 years.
c)Have excellent spoken and written English with examples of written English reports and other documents.
d)Have in depth experience with USAID or other donor programs of at least 15 years
 
2. Scope Of Work
USAID|Deliver has been asked by USAID and CDC/USA to assist the MOH in the area of AI Laboratory logistics management.  The MOH via the Department of Biomedicine and Pharmacy [BMF], Director General of Health Research and Development, has requested CDC/USA and JSI to assist them to strengthen the Flu Testing Lab Network logistics systems.  A team made up of BMF, CDC/USA, USAID/Mission and USAID\Deliver staff developed a proposal in November and December that has been agreed to by USAID Washington.  It is now necessary to carry out a comprehensive logistics system assessment of 13 of the members of the Flu Testing Lab Network, as outlined in the proposal, and then strengthen the current lab logistics systems based on the results of the assessment. . The assessment and system strengthening process is expected to be a nine to 12 months in partnership with the MOH and CDC.  The steps of the process are to use the assessment results to prepare a
strengthened AI lab logistics management system, prepare necessary software for this system, training MOH staff to use the system and mentor the lab staff in 6 to 13 labs to use this system.
 
The assessment process is expected to take three months, from January 2010 to March 2010.  The system development and training process is expected to take an additional 3 months, from April to June 2010.  CDC/USA, USAID, and USAID|Deliver will be working with the MOH team to carry out this assessment and development process .  In order to assist this process it is necessary to enlist a local technical consultant, who knows the systems and structure at the MOH, to facilitate this process.  This SOW  is for the consultant to carry out this assistance work.
 
            I. Objectives of this short term consultancy:
             ASSESMENT:
            a. Review the concepts and documents already available about this project.
            b. Attend meetings with MOH team members and CDC/USA and JSI staff to plan for the AI lab system assessment in 13                         labs.
            c. Attend meetings with MOH team members and CDC/USA and JSI staff to develop the final assessment tools and schedule                    with detailed activities and cost estimations.
            d. Provide technical assistance to the MOH, CDC and JSI\Deliver team members as needed.        
            e. Assist in the analysis of the results of the lab assessment.
            f. Assist the MOH team members to prepare any written materials and budgets that will be necessary in follow up of the lab                         assessment.
            g. Prepare a short summary report of the work completed and recommended next steps.
 
            LOGISTICSSYSTEM STRENGTHENING:
h.   Review the results of the lab assessment and assist/facilitate the MOH team work to agree on system strengthening needs and process.
i.     Attend meeting with MOH team members and CDC and JSI staff to plan for the lab logistics system strengthening development activity.
j.     Provide technical assistance to the MOH, CDC, and JSI/Deliver team members as needed.
k.   Assist in monitoring the steps and results of the systems strengthening process.
l.     Prepare a short summary report of the work completed and recommended next steps. 
 
II Methodology
The consultant will be briefed on the background of this proposed activity and material already available and discussed. The consultant will attend meetings with project partners to discuss the needs and plans for this activity.  As needed, the consultant will assist the MOH team to prepare material and budget items. The consultant will be part of the development team made up of the MOH team, CDC/USA, USAID, and USAID|Deliver that prepares and finalizes the project materials.
 
After the completion of the assessment results and system design, feedback will be obtained from the JSI DC office and the consultant may be involved in revising the material with the MOH team
 
            III. Deliverables & Schedule :
 
1. Attendance at planned meetings and short meeting notes of results.
2. Detailed draft of Assessment Report as developed by MOH team and CDC/USA, USAID, and USAID|Deliver.
3. Summary report of  assessment and development process with next step recommendations.
4. Estimated submit date for final result is: June 15, 2010
IV. Period of Performance: Jan 15 , 2010 – June 15, 2010       
               
            V. Authorized Number of Work Days: 60 (sixty) days
              (Total days include preparation, travel, on-site consultation, and report writing.
              Any extension in the number of work days or work period must have the explicit prior written approval of JSI.)
 
            VI. Work Week :  (6 day work weeks require prior written approval of USAID): N/A
