[lowongan-beasiswa] FW: Vacancies at GTZ Office Jkt as HR Officer (HRO) & HR Manager (HRM)

 

The Deutsche Gesellschaft für Technische Zusammenarbeit (GTZ) GmbH is an
international cooperation enterprise for sustainable development with worldwide
operations. GTZ promotes complex reforms and change processes. Its
corporate objective is to improve people’s living conditions on a sustainable
basis. GTZ has been working in Indonesia since 1975 on behalf of the German
Federal Ministry for Economic Cooperation and Development (BMZ).
GTZ Office Jakarta is urgently seeking 2 (two) qualified
Indonesian candidates for the position of HR MANAGER (HRM) and HR
OFFICER (HRO) to be based in Jakarta. These positions will be under 1 (one)
year Fixed-Term Contract with possibility of prolongation. Please find the job
description below:

HR Officer (HRO):
National Personnel Policy
§ Support further development of GTZ Indonesia
policy for National Personnel
§ Implement and coordinate policies,
procedures, and programs.
§ Inform GTZ-Indonesia management about
personnel policy issues, including national Manpower Regulations

Recruitment of NP in GTZ Office Jakarta
§ Advertise
vacancies internally/externally
§ Scan the
applications

Manage day-to-day administration
§ Keep up
personnel files of Project NP
§ Establish
and maintain a personnel information system (SAP NP)
§ Prepare
work contracts based on request from the Project and GTZ Regulation
§ Support
GTZ-staff with evaluation of data

Social Security (Jamsostek)
§ Make
sure that all National Personnel are registered as Jamsostek member or taken
out of the membership if they are not with GTZ anymore
§ Make
sure that the monthly database is updated and sent to Jamsostek Office in time
§ Calculate
the monthly payment and send it to Accounts Section to pay

In-patient, Out-patient, and Medical
Check-up
§ Coordinate
medical check-up for National Staff: prepare the guarantee letter and process
the payment
§ Manage the
out-patient benefits of GTZ Office Jakarta staff: track the balance, prepare the
payment to be paid by Accounts Section.

Other duties/additional tasks
§ Manage
the GTZ e-mail account for National Personnel
§ Assist
in and /or carry out other project activities and any other tasks as assigned
§ Keep
attendance list, annual leave, and training list of GTZ-Office Jakarta

HR Manager (HRM):
National Personnel Policy
§ Support further development of GTZ Indonesia
policy for National Personnel
§ Implement and coordinate policies,
procedures, and programs.
§ Inform GTZ-Indonesia management about
personnel policy issues, including national Manpower Regulations

Recruitment of NP in GTZ Office Jakarta
§ Develop
job descriptions and profiles
§ Evaluate
the applications as final shortlist to be discussed with Head of Administration
§ Participate
in interviewing candidates and assists in final selection

Establish and implement an HRD plan
§ Develop
career-paths for NP
§ Support
job rotation and assignments
§ Liaise
with projects and Asian GTZ-Offices to promote rotation/assignments.
§ Give
necessary advice for the office and projects NP related to employment condition
such as assess the job description and salary increment based on GTZ standard,
termination process and special cases.
§ Liaise
with Labor Office and Labor Consultant whenever advices are needed
§ Facilitate
the employer and the staff when there is a special case

Social Security (Jamsostek)
§ Attend
any meeting/discussion held by Jamsostek Office & be updated on any new
regulations

In-patient, Out-patient, and Medical
Check-up
§ Supervise
the medical insurance administration
§ Liaise
with HQ whenever there is claim due to accident

Customer Service Questionnaire
§ Coordinate
discussion with the team from the office, projects, and consultant
§ Report
the progress to the Head of Administration

Employment Handbook and contract review
§ Discuss
and update the regulation to be implemented in the new Employment Handbook
§ Liaise
with Labor Consultant to get necessary advice

Salary Survey
§ Join
salary survey with other donor organizations
* Provide necessary data

Trainings for the Office and Projects
§ Assess
training needs, identify possibilities for further education and training,
catalogue training offers and make them available to projects and GTZ-Office,
organize and coordinate training courses and monitor and evaluate results,
develop career-paths for NP, support job rotation and assignments and liaise
with projects and Asian GTZ-Offices to promote rotation/assignments.
§ Conduct
GTZ orientation training every year for all projects
§ Participate
in further job training related to her/his position and duties if required.
Specific training needs shall be identified and appropriate program selected
jointly with the GTZ Country Director
* Advise the project whenever they need training
* Coordinate training needed by the projects related to the positions

NP Representative
§ Participate
on the working group and facilitate the group with the NP if there is a
discussion

Other duties/additional tasks
§ Assist
in and /or carry out other project activities and any other tasks as assigned
§ Supervise
the Payroll Officer and HR Officer
