In any case, you can not apply for US student visa without the I-20 or DS-2019 form. Since you said that the selection process is still ongoing [which is reasonable, as it is only January now], the only thing you can do now is wait and pray that the Graduate Admission Committee will make a decision in your favor. I have been in that situation too, so I know all the anxiety and nervous feelings during the waiting process.
Usually these are the sequence of events which will happen:
Once the Committee decides that you are accepted, then you will receive an Offer Letter. If you decided to accept the offer, then the university will proceed by issuing the I-20 or DS-2019 form. Only after you have the I-20/DS-2019 then you can go to the US Embassy and apply for a student visa with the I-20/DS-2019 form. Before you have the I-20/DS-2019 form, there is no point to talk about details of visa application, because the answer is clear: you can't!
Money-wise, it is obvious that you need to have some money for airplane ticket and living expenses for the first 1-2 months. It is unlikely that the university/departme
