The American Red Crosshelps vulnerable people around the world to prevent, prepare for and respond to disasters, complex humanitarian emergencies and life-threatening health conditions. As a member of the International Federation of Red Cross and Red Crescent Societies (IFRC) and one of more than 20 National Societies working with PMI in Indonesia, the American Red Cross is currently implementing its development programs in Banda Aceh, Aceh Utara, Lamno and Calang with a liaison office in Jakarta.
 
The work of the American Red Cross in Indonesia is focused on 6 main areas: water and sanitation, community infrastructure, psychosocial support, health (avian flu, community-based first aid, social mobilization and youth red-cross), disaster management and livelihood support. We implement our work directly, through partnership with host national societies, UN agencies and other non-governmental organizations.
 
The American Red Cross Tsunami is currently seeking aDisaster Preparedness Coordinator(1 person) to be based in Banda Aceh for 7 month Fixed Term contract.
 
The Disaster Preparedness Coordinator will oversee the implementation of ICBRR project as a Head of DP Unit managing ARC DP staff and supporting PMI to implement and close ICBRR project in four districts in Aceh. Also the DP coordinator will work closely with the SFR, HoP and D-HoP to design and plan for long-term DP projects in Indonesia
 
Duties and Responsibilities:
o         Manage a multi-million dollar integrated community-based risk reduction (CIBRR) program being implemented by PMI.  This includes ensuring the program is meeting targets and that it is in line with internationally recognized best practices for disaster preparedness.
o         Lead and coach DP team at ARC and support PMI DP team at HQ, NAD and branch levels.
o         Take lead in the financial management of the program, including forecasting and budget.  Ensure compliance with all ARC rules and regulations. 
o         Facilitate program monitoring, and evaluations. Produce accurate and timely monthly and quarterly reports containing ‘lesson learning’ analysis.
o         Guide and support the team to effectively track and analyze progress of sectoral goal and objectives, conduct field visits (approximately up to 40%).
o         Adopt an organizational development approach when building the capacity of PMI to prepare and respond to disasters.
o         Provide high quality technical assistance and program oversight in the scale-down and handover disaster management projects in Aceh.
o         Integrate/harmonize the program with other ARC Health, Water/Sanitation and Psychosocial programs at community and PMI levels.
o         Work with SFR, HoP and Deputy HoP to design long term projects to support PMI after TRP closes.
o         Update and implement exit and sustainability plans
o         Identify and apply beneficiary accountability standards; improve mechanisms for community feedback of program progress and issues.
o         Assist PMI in regional level assessments of prevailing disaster risks, vulnerabilities, and capacities by overseeing in-depth analysis/baseline studies in order to identify priorities for disaster preparedness and risk reduction.
o         Review existing disaster preparedness programming with PMI to determine their current programs’ strengths and weaknesses.  Incorporate results of review into the project design for future programming needs.
o         In coordination with PMI, develop and strengthen strategic alliances with Red Cross/Red Crescent Movement partners, NGOs, government, and other key stakeholders.
o         Represent the ARC in key networking meetings with Red Cross Movement and non-Movement partners for the ARC.
o        The coordinator will be responsible for, but not limited to, the aforementionedresponsibilities. 
  
 
Qualifications
* University degree. Master Degree is preferred
* 2-3 yeas experience in disaster preparedness
* 2-3 years experience with  International Development or Relief or related professional experience at a similar capacity
* Strong communication and interpersonal skills
* Good level of understanding about organizational change
* Ability to work well under pressure and meet deadlines
* Proficiency in English and Indonesian (written and spoken) required. Ability to speak Acehnese language is  an advantage
* Self-supporting in computers (Windows, Spreadsheets, Word Processing)
* Past experience working with Red Cross/Red Crescent or NGO is an asset.
·          Self-motivated, with good judgment and initiative.
·          Able to prioritize, meet deadlines, and achieve results through collaboration.
* Must be flexible and adaptive to change
